Radio Management for the 9th Asian Winter Games Harbin 2025

Notice issued by Department of Industry and Information Technology of Heilongjiang Province & the 9th Asian Winter Games Harbin 2025 Organising Committee

To maintain the order of radio in Harbin and ensure the success of the 9th Asian Winter Games Harbin 2025 (hereinafter referred to as “Harbin 2025” or “ the Games” ), we hereby issue this noticeon the management of radio operations during preparations for the Games and at Games time, described as follows:

1. During preparations for the Games and at Games time, any organisation or individual who needs to use radio frequencies, setup and operate radio stations or use radio transmission equipmentor non-radio equipment that radiates radio waves in the Harbin 2025 venues located in Downtown Harbin and the Yabuli Competition Zone (hereinafter referred to as “the Games venues”), and special control zones designated by the 9th Asian Winter Games Harbin 2025 Organising Committee (hereinafter referred to as HAWGOC), shall comply with the Radio Regulations of the People’s Republic of China, the Regulations of the People’s Republic of China on Radio Control and other relevant laws and regulations, as well as this Notice.

2.  Any domestic or foreign organisation or individual (hereinafter collectively referred to as “users”) who intends to use radio frequencies, set up or use radio stations, or use radio transmission equipment within the Games venues and special control zones shall, from 31 August 2024 onwards, submit applications for radio frequencies and equipment technical parameters through the Harbin 2025 Spectrum Order Portal (SOP for short, URL: https://spectrum.harbin2025.com/). The applications will be confirmed by HAWGOC and then submitted uniformly to the Department of Industry and Information Technology of Heilongjiang Province. The Department of Industry and Information Technology of Heilongjiang Province will handle the applications in accordance with its administrative authority and make decisions following relevant procedures.

For those foreign leaders, diplomatic envoys to China, and representatives of international organisations that enjoying diplomatic privileges and immunities, if having the demand for setting up and operating radio stations, they should apply to the Ministry of Industry and Information Technology (MIIT) of the People’s Republic of China for approval diplomatically

3. Users who have obtained The 9th Asian Winter Games Harbin 2025 Radio Frequency Licence shall send their radio stations and radio transmission equipment to the testing locations designated by HAWGOC for radio frequency emission parameter test and verification. For equipment that cannot be easily transported, users shall apply for on-site testing via the SOP. If there is a large amount of equipment of the same type, a sample test will be arranged.

4. For radio stations and radio transmission equipment that have passed the verification, a unified “Radio Transmission Equipment Dedicated Tag for the 9th Asian Winter Games Harbin 2025 ” (hereinafter referred to as the “Dedicated Tag”) will be issued. Users shall affix the Dedicated Tag on a conspicuous position on the radio station or radio transmission equipment, and operate the equipment strictly in accordance with the frequency, usage, time, area, technical parameters, and other information specified on the Licence and the Dedicated Tag. The Dedicated Tag serves as the sole identification for radio stations and radio transmission equipment to enter the Games venues and special control zones.

For existing legal radio stations within the Games venues and special control zones, users are not required to re-apply for radio frequencies and should bring their station and the radio station licence they have obtained to the testing locations designated by HAWGOC for radio frequency emission parameter testing and verification, and obtain a Dedicated Tag.

5. Certain radio transmission devices used in Harbin 2025 venues and specified areas are exempt from radio frequency application and requirement for dedicated tags. These include public mobile communication devices (mobile phones); wireless internet cards; laptops; tablets; remote car keys and wireless camera remote controls with power below 2mW; as well as personal wearable smart devices like smart watches, smart bracelets, Bluetooth headsets (excluding wireless microphones, cordless phones, wireless remote control devices, and public walkie-talkies) that meet the technical requirements for micro-power short-range radio transmission equipment. However, users shall comply with the security regulations of the Games venues and special control zones, and shall not use the above devices as wireless local area network hotspots or enable Bluetooth functionality.

6. For large screens, uninterruptible power supplies (UPS), microwave heating equipment with a rated power of 3 kilowatts or more, and other non-radio equipment that radiates radio waves, are exempt from radio frequency application. However, before entering the Games venues or special control zones and being used, these devices must be reported to the IT Department of HAWGOC (e-mail: spectrum@harbin2025.com) and undergo electromagnetic environmental testing by the radio management authority.

7. Foreign users intending to set up or use radio stations or radio transmission equipment within the Games venues and special control zones, and requiring temporary import clearance for such equipment, shall apply to the Department of Industry and Information Technology of Heilongjiang Province via the SOP for an Letter of Approval for Temporary Import of Radio Transmission Equipment. Upon obtaining this Letter, the user shall go through customs clearance procedures with the Customs of the People’s Republic of China and re-export the equipment in accordance with relevant customs regulations.

8. Users who lawfully set up and use radio stations or radio transmission equipment within the Games venues and special control zones shall, in accordance with the characteristics and application scenarios of their radio services, formulate contingency measures for radio emergencies to ensure timely restoration of services in the event of radio service interruptions. In case of harmful radio interference, users may lodge a complaint to the relevant venue or radio management authority.

9. The owners and users of radio stations, radio transmission equipment, and non-radio equipment radiating radio waves which cause harmful interference shall take immediate measures to eliminate such interference. If the harmful interference causes significant disruption to Harbin 2025 or endangers national security, public safety, or personal property, the use of such equipment shall be immediately ceased.

10. When conducting radio supervision and inspection based on interference complaints or other specific circumstances, the radio management authority may take the following measures in accordance with the law:

(1) Conduct on-site inspections, examinations, and evidence collection;

(2) Require the organisation or individual being inspected to provide relevant materials and documents;

(3) Question the parties involved and witnesses, and make inquiry records;

(4) Take necessary technical blocking measures to prevent illegal radio transmissions;

(5) Shut down or seal off illegally set up or used radio stations, or temporarily detain radio transmission equipment.

11. Any organisation or individual who sets up or uses radio stations or radio transmission equipment without the approval of the radio management authority and seriously affects the radio security of Harbin 2025 shall be dealt with in accordance with the law by the relevant departments.

12. This Notice shall come into force upon its issuance and shall become invalid upon the conclusion of Harbin 2025.
