On the evening of the 19th, 2023, Liang Huiling, the governor of Heilongjiang Province and leader of the Asian Winter Games Provincial Preparatory Leading Group, chaired a special meeting of the Group to listen to the report on the venue selection work for the opening and closing ceremonies of the 9th Asian Winter Games, and make arrangements for venue renovation, construction of supporting facilities and other key tasks. She emphasized the importance of studying and implementing the instructions of President Xi Jinpingduring his inspection of Heilongjiang province and his remarks on accelerating the construction of a sports power. She also stated that we should implement the decisions and arrangements of the Party Central Committee and the State Council, and the work requirements of the Provincial Party Committee, and devote to host a simple, safe, green and wonderful Asian Winter Games. To achieve this goal, we will go all out to prepare for the Games and provide guarantee and support for it with a sense of responsibility and urgency.

Liang Huiling pointed out that the renovation of the Asian Winter Games venues is an arduous task and time is tight. It’s necessary to coordinate the renovation venues for the opening and closing ceremony and exhibition, competitions and long-term use, simplicity and intensiveness versus green and low carbon, ensuring safety and improving efficiency, and make plans to promote the maintenance and renovation of the opening and closing ceremony venues, competition venues and supporting facilities. We need to do our best to ensure building safety, pay attention to fire prevention and environmental protection. To achieve this goal, we should strictly assess buildings safety, review venue maintenance and renovation, and supervise the environmental protection standards of building materials and facilities and equipment, firmly guard the bottom line of safety. It is necessary to improve the functions of the venues based on the needs of the opening and closing ceremonies, various events and other activities, make overall plans of designing and building supporting facilities and equipment. It is necessary to promote the construction of urban public service supporting facilities, comprehensively improve the service capabilities of water supply, power supply, heating and other infrastructure facilities, and enhance urban service functions. It is necessary to strengthen organization and scheduling to ensure that tasks are completed on time and with high quality.

Liang Huiling emphasized that the executive committee must strengthen overall coordination and supervision of implementation under the leadership of the organizing committee. All of us must take the initiative and cooperate closely to form a synergy to ensure efficient and orderly operation of the work. We must race against time, do all work carefully, and strive to achieve the goal of hosting the Asian Winter Games with high quality.
