Notice of the People’s Government of Heilongjiang Province on Implementing Radio Control in Certain Areas During the 9th Asian Winter Games Harbin 2025

In accordance with the Radio Management Regulation of the People’s Republic of China (Issued by Order No. 128 of the State Council of the People’s Republic of China and the Central Military Commission of the People’s Republic of China on 11 September 1993 and revised by Order No. 672 of the State Council of the People’s Republic of China and the Central Military Commission of the People’s Republic of China on 11 November 2016) and the Regulations of the People’s Republic of China on Radio Control (Issued by Order No.579 of the State Council of the People’s Republic of China and the Central Military Commission of the People’s Republic of China on 31 August 2010), and with the consent of the Northern Theater Command, the People’s Government of Heilongjiang Province has decided to implement radio control in certain areas of Harbin and Yabuli during the 9th Asian Winter Games Harbin 2025. The relevant details are announced as follows:
1. For purposes of this announcement, Radio Control refers to the mandatory management of the emission, radiation and transmission of radio waves by taking measures in accordance with the law such as restricting or prohibiting the use of radio stations, radio transmission equipment and non-radio equipment that radiates radio waves within specified times and areas, as well as implementing technical blocking of specific radio frequencies.
2. Radio Control Times and Areas
2.1 From 12:00 on 7 February 2025 to 0:00 on 15 February 2025, radio control will be implemented within a range of 1km around certain venues and service facilities in the Harbin Cluster (Heilongjiang Ice Events Training Centre, Harbin Pingfang Curling Arena, Harbin Sport University Student Skating Hall, Harbin Ice Hockey Arena, Main Media Centre, OCA Family Headquarters Hotel, Harbin Taiping International Airport, and Harbin 2025 Executive Board Office Building). In addition, radio control will be implemented within a range of 3km around certain venues and service facilities in the Yabuli Cluster in Shangzhi county (Heilongjiang Yabuli Sports Training Base, Yabuli Mountain Media Centre, and Yabuli Medals Plaza).
2.2 From 12:00 on 7 February 2025 to 0:00 on 8 February 2025, and from 12:00 on 14 February 2025 to 0:00 on 15 February 2025, radio control will be enforced in the following areas: Centred around the Harbin Intl Conf, Exhibition, and Sports Centre ABC Hall, extending east along Nantong Street to Dongzhi Road, south to Hadong Road; from Hadong Road southward along the East Third Ring Expressway to the west of Gongbin Road; from Gongbin Road westward to the north of Sanhe Road; and Sanhe Road northward along Zhongshan Road, Wenchang Street, Xuanhua Street, to the east of Nantong Street.
2.3 From 12:00 on 7 February 2025 to 0:00 on 8 February 2025, and from 12:00 on 14 February 2025 to 0:00 on 15 February 2025, radio control will be executed in the following areas: Centred around the Harbin Ice and Snow World, extending east along Binshui Road to the south of Binzhou Line Songhua River Railway Bridge; from the Binzhou Line Songhua River Railway Bridge southward to the west of Stalin Street; from Stalin Street westward along Fangxun Road and Youyi West Road to the north of Yangmingtan Bridge; and Yangmingtan Bridge northward to the east of Binshui Road.
3. During the control period, except for radio stations approved by the radio management authority for the 9th Asian Winter Games Harbin 2025, the use of the following equipment within controlled areas is prohibited: wireless intercoms (including handheld walkie-talkies, vehicle-mounted stations, and repeater stations), internal wireless paging stations, outdoor base stations for Wireless Local Area Networks (WLAN), outdoor radio stations for spectrum extension, wireless speakers (wireless microphones), high-power cordless phones, and other radio transmitting equipment, as well as large (high-power) non-radio equipment that emits radio waves.
4. During the control period, the use of portable and vehicle-mounted amateur radio stations, campus FM broadcasting stations, interference devices including mobile phone interference devices and satellite navigation interference devices, etc., wireless remote control devices for aviation, navigation, and vehicle models, as well as radio transmitting stations set up using paging methods is prohibited within the following areas of Harbin: Nangang District, Xiangfang District, Daowai District, Daoli District, Pingfang District, and the Yabuli Cluster in Shangzhi.
5. The router of microwave links passing through controlled areas, as well as radio broadcasting, radar, shortwave, and other radio transmitting stations located in Harbin, are not permitted to alter the technical parameters that have been approved.
6. During the control period, if radio transmitting equipment outside the controlled area causes harmful interference to the radio stations and equipment used for the 9th Asian Winter Games Harbin 2025, relevant organisations and individuals shall, in accordance with the requirements of the radio management authority, immediately take measures to eliminate such interference.
7. If non-radio devices that radiate radio waves causing harmful interference to radio stations and radio transmitting equipment used for the 9th Asian Winter Games Harbin 2025, their owners and users must take measures to eliminate such interference.
8. Those who commit any violation of the provisions of this Notice will be subject to national and provincial laws and regulations by the radio management authorities; and if any crime is constituted, the violator shall be transferred to judicial authorities for criminal liability in accordance with the law.
