On December 18th, 2023, the legislative drafting group held the second meeting on the Intellectual Property Protection Measures for the 9th Asian Winter Games, also known as the Measures. Yue Hong, Executive Deputy Minister of the Security and Legal Affairs Department of the Executive Committee of the Games, presided over the meeting, and members of the legislative drafting group and some lawyers from the legal advisory unit of the Executive Committee attended the meeting.

The meeting was briefed by the panellists on the drafting and review of the draft Measures. The participants, taking into account the actual work of the Executive Committee on the protection of intellectual property rights, carried out in-depth analysis and discussion on issues such as the purpose of legislation, scope of protection, overall structure, system design and technical specifications of legislation. They also made suggestions from the perspectives of legality and operability. In accordance with the suggestions of the meeting, the draft Measures will be subject to the procedures of consultation and consideration by the Executive Committee after further revision and improvement.

The meeting requested that the group should be problem-oriented, referring to the experience of Hangzhou Asian Games, sort out hidden marketing, unauthorized use of the Asian Winter Games logo, unauthorized dissemination of works and other infringement behaviors that may occur during the event, and research on the protection measures. It was necessary to clarify the responsibilities and form a synergy between relevant departments and the Executive Committee to ensure that the mechanism would work effectively. It was crucial to brainstorm, collect and sort out the opinions and suggestions of the public and various departments as soon as possible, and further improve the content of the draft Measures. Last but not least, the legislative process must be accelerated to ensure that the tasks would be completed on schedule with high quality and efficiency.
