The 9th Asian Winter Games Harbin 2025 List of Prohibited and Restricted Items

If ticket holders bring any of the following items, HAWGOC reserves the right to refuse their entry to or ask them to leave the competition venue, without providing a refund or any other form of compensation.

1. Prohibited Items

Prohibited items refer to any articles or substances that are forbidden by the PRC laws and regulations from being brought into the enclosed security zones of the venues. The list of prohibited items applies to all individuals entering the enclosed security zones of the venues. Once discovered by the security staff, the prohibited items will be confiscated in accordance with the PRC laws and regulations and other relevant regulations. The persons involved will be penalised and the concerned items will be disposed of by public security authorities in accordance with the PRC laws and regulations.

List of Prohibited Items:

● Firearms, ammunition, explosives, etc.;

● Imitation guns, crossbows, slingshots, controlled knives, etc.;

● Fireworks, firecrackers, gasoline, alcohol, and other flammable and explosive items;

● Hazardous materials such as poisonous and corrosive chemicals and radioactive substances;

● Dangerous substances such as harmful biological agents and infectious disease pathogens;

● Heroin, cocaine, marijuana, meth, and other narcotics; and

● Any other article or substance that is explicitly prohibited by the PRC laws and regulations.

2. Restricted Items

Restricted items refer to any articles or substances that are not explicitly prohibited by the PRC laws and regulations but still not allowed to be brought into the enclosed security zones of the venues, because the presence of these items is incompatible with common practices of major international multi-sport events or may undermine the security and order of the venues. Restricted items shall be disposed of by their carriers properly.

List of Restricted Items:

● Fragile items and containers of all types, including but not limited to glass bottles, cups, thermoses, and ice boxes.

● Beverages in soft or hard packaging brought in from outside, especially alcoholic drinks; easily thrown food items exceeding reasonable consumption amounts (e.g., fruits, eggs).

● Banners, slogans, and other promotional materials that promote political, racial, religious, or commercial content and violate the OCA Constitution or the PRC laws and regulations;

● Flags from countries or regions not participating in Harbin 2025; flags with a dimension exceeding 1m×2m when fully unfurled, and flagpoles longer than 1m in length;

● Any means of mobility aids other than walkers (e.g. strollers, wheelchairs, etc.), including but not limited to electric bicycles, motorcycles, bicycles, mopeds, self- balancing scooters, and skateboards;

● Animals (excluding guide dogs);

● Musical instruments, including but not limited to playing instruments, whistles, trumpets, and drums;

● Various types of sticks and sharp objects that are likely to cause personal injuries, including but not limited to long handled umbrellas and pointed umbrellas (except crutches, prostheses, white canes, etc. used by people with impairments);

● Balls, sport sticks, rackets, frisbees, and similar equipment or object that may disturb the competition;

● Large items, such as suitcases or handbags, that exceed the width of a spectator seat;

● Any unauthorised professional photography and camera equipment (except small hand-held digital videos for home use) and camera tripods (including but not limited to unipods and tripods). Professional photography and camera equipment refers to the equipment with interchangeable lenses, including but not limited to small SLR cameras, DSLR cameras, and any lenses;

● Any unauthorised devices that may hinder the performance or competition progress; distract participating athletes, technical officials, and coaches; interfere with the electronic signals and cluster signals of Harbin 2025, hinder the progress of competitions, or disturb spectators. These devices include but are not limited to radios, loud speakers and laser devices;

● Radio stations and transmitters without dedicated tags for wireless transmission equipment of Harbin 2025. Exceptions include public mobile communication devices (mobile phones), USB wireless network adapters for computers, laptops, tablets, remote car keys and wireless camera remote controls, biomedical telemetry devices and medical implants and related accessories for personal use that meet the technical requirements for micro-power short-range radio transmission equipment, and smart wearable devices (e.g. smart watches, smart bracelets, and Bluetooth headsets);

● Drones and other small aerial devices, along with their remote controls; various types of model aircraft and remote-control devices; and airborne items such as kites or sky lanterns; and

● Any other items that may cause safety concerns and violate the OCA Constitution, PRC laws and regulations or ticket agreements, including but not limited to lighters, matches, and other igniters, and syringes.

Special Notes:

● Prior to entering a venue through the security check point, accredited personnel who bring electronic devices such as laptops must undergo a functional test to ensure that these devices are safe;

● People with impairments are permitted to bring a limited amount of essential medicines for personal use, orthoses, essential medical syringes, disinfectants, lubricants, catheters, or urine collectors necessary for their well-being. People with impairments who use wheelchairs are permitted to bring necessary wheelchair repair tools with them; and

● Liquid medications and medical nebulizers in containers under 100 milliliters in volume, required for personal health reasons, may be brought into the venue after test use by the related individual under the supervision of security personnel and approval at security check.
