In order to maintain the order of airborne radio wavesduring the9th Asian Winter Games Harbin 2025, maximallyprevent and reduceradio interference, and ensurethe normal operation of the radio communication system includingcommand and direction, broadcasting, timing and scoring, newsmedia and cultural performances, all radio transmission equipment entering special control areas should get the approval ofthe Department of Industry and Information Technology of Heilongjiang Province and tagged by Radio Equipment Frequency Special Tag (hereinafter referred to as Special Tag) issued by the 9th Asian Winter Games Harbin 2025 Organising Committee（HAWGOC） in accordance with relevant radio frequency management regulations. This guide provides a detailed explanation of basic requirements, application procedures, testing and tagging points, appointment channels and radio equipment types that exempt from testingand tagging during the 9th Asian Winter Games Harbin 2025so that overseas and domestic users can easily refer to when go throughradio transmission equipment testingand tagging procedures.

1.Basic Requirements

In accordance with theRadio Frequency Management Regulation ofthe 9th Asian Winter Games Harbin 2025(hereinafter referred to as “the radio frequency license”), userswho have obtained thethe 9th Asian Winter Games Harbin 2025Radio Equipment Frequency License(hereinafter referred to as“License”)should bring their radio stations or radio transmission equipment to a designated point for technical parameters testing before entering special control areas. For the equipment that is inconvenient to move for the test, users can make an appointment for on-site testing.

2. ApplicationProcedures

The applicationprocedures are separated into three steps: preparation, testing appointment, and equipment testingand tagging. Userssubmit a detailed frequency application onthe Spectrum Order Portal(SOP), once the approvalis grantedusers should actively fill in related information or make a testing appointment through published emails, phone number or other channels. Testing staff would contact the user after receiving the application to confirm appointmentinformationand inform themthe available testingtime. Applicants should bring radio transmission equipment and related documents to the testing point. Testing engineers will verify radio transmission equipment according to the granted radio frequency license and issue the special tag if the equipment passed the test.

For operating radiostations deployed in special control areas, users can directly schedule testingbased on the published contact information of each testingpoint with theradio station license issued by the Department of Industry and Information Technology of Heilongjiang Province.

For public walkie-talkies and other radiotransmission equipmentused in special control areas, users can directlyapply special tag based on the published contact information of each testingpoint aftersubmitting relevant information of users and equipment.

2.1 Preparation

①　Applicants who have obtained theLicenseshould download and print itfrom the SOP.

②　Before testing, it is necessary to ensure that technical parameters of the radio transmission equipment are consistent with the parameters specified in the radio frequency license. The equipment should be full charged and with necessary accessories such as power supply and cables.

③　ID card or passport or HAWGIAC.

2.2 Testingappointment

Overseas and domestic users should fill in relevant information on the SOPto make a testingappointmentafter obtaining the License.Testing organisationwould contact the user after receiving the application to confirm appointment informationbased on submission orderand arrange suitable timefor testing and tagging.

Userscan also make their appointments via email and phonenumber for testing and tagging.The testing appointment email should clearly state the testing point, appointment time and contact person.

2.4 Testing and Tagging

Users shall bring the whole set ofradio transmission equipment and necessary accessories to thedesignatedtesting locationaccording to the scheduled time and location. Ifthe equipment passes the test, the special tag will beaffixed.

If the equipment fails the test, testing staff will inform usersthe reason and report it to the Department of Industry and Information Technology of Heilongjiang Provinceand the special tag will not be issued.

3. Special Reminds

3.1 Testing willadopt a sampling method. The sampling ratio is shown in Table 1:

3.3 Exemptionfrom Testing and Tagging

Forpublic mobile communication devices (mobile phones), embedded wireless network cardof computers, laptops, tablet computers, car remote controllers, wireless remote controldevice forcameras and smart watch, smart bracelets, Bluetooth headsetand other wearable smart devices comply with microwave(short distance) technical parameterscan exempt fromlicense,radio station permission, or special tag when used in special control areas of the HAWGOC. However, users should comply with related security regulations of special control areas.

After entering specialcontrolareas, embedded wireless network cardof computers, laptops, tablet computersare not allowed to be used as hot spots of WLAN. TheBluetooth function of devices such as public mobile communication devices (mobile phones), wireless remote controldevice forcameras, smart watches, smart bracelets, and Bluetooth headsets must be switched off.

3.4 Operational Requirement

Only radio transmission equipment affixed with special tag can access special control areaswithin the specified time. At the same time, users should obey relatedregulations of the license. Each special tag possesses a unique serial numberand corresponding to a specific device. Special tag must not be misappropriated used or re-used without authorisation.

After the Games, radio transmission equipment and radio stations must be re-shipped in a timely mannerin compliance with customs regulationsof the People’s Republic of China.
