A few days ago, the Organization Department of Harbin Municipal Committee and the Finance Bureau jointly organized a training course on procurement at the Finance Bureau. The Finance Department of the Executive Committee ofthe 9th Asian Winter Games organized the training for more than 20 procurement managers from "14 departments and one office". The training aims to further standardize government procurement behavior, promote the deployment of electronic operation, ensure the execution of procurement policy, and optimize the business environment of government procurement.

Head of the Finance Department of the Executive Committee of the 9th Asian Winter Games introduced the "Catalog and Standards for Centralized Government Procurement of Harbin (2024)" in detail. Technicians from Heilongjiang Bossdptech, Beijing Wodong Tianjun Information Technology and Chongqing Tianpeng Yuncai Network introduced the Heilongjiang provincial government procurement management system platform, electronic stores, online procurement store and operating procedures respectively.

Through this training, the participants further understood the principle of "the purchaser is responsible" as well as the new policy, new measures, procurement tools and work flows. Participants have said that they will further ensure the scientific preparation of government procurement budgets, familiarize themselves with government procurement policies, and prevent and control government procurement risks, so as to better carry on the procurement needed by the Asian Winter Games while abiding related laws and regulations.
