On June 22, Yu Hongtao, member of the Standing Committee of Heilongjiang Provincial Party Committee, and Secretary of Harbin Municipal Party Committee, visited Shangzhi City to research on the Yabuli competition area projects of the 9thAsian Winter Games, and set up on-site office to solve real problems. He stressed that we must conscientiously work according to the Organizing Committee deployment, in accordance with the "simple, safe, wonderful" requirements of the Games, enhance the sense of urgency, improve the implementation, focus on the force, race against time and overcome difficulties. With high quality and efficiency, we must promote the construction of the projects, improve urban and rural environment, to provide strong support for the success of the Asian Winter Games.

Yu Hongtao investigated the upgrading of the Yabuli West Station and South Station, the expansion of the Yaxue Highway, Yabuli water supply, drainage facilities and power system upgrading and transformation of the project. He pointed out that infrastructure reconstruction and expansion was not only a realistic need to organize the 9th Asian Winter Games, but also provided an important guarantee for regional development. Relevant industry departments, local party committees and governments should make their own efforts, strengthen cooperation, and jointly study and solve problems, and work together to promote the construction of the projects. They should take the preparation for the Games as an opportunity to improve the infrastructure, improve the environmental appearance, and enhance the comprehensive carrying capacity of the region and the level of the service quality.
The maintenance and renovation of the athletes' village, technical officials' village and media village in Yabuli competition area and the construction of the snow event venue were progressing as planned. Yu Hongtao looked into the progress and the construction quality on site. He pointed out that we must adhere to the quality first, with scientific organization to grasp the progress, to ensure that all venues and supporting facilities were built on time with high quality and put into use. It was needed to strengthen safety supervision, the responsibility of measures to all levels, to ensure zero accident. Yu Hongtao applauded the preparations for the previous stage of the Games. He stressed that hosting the Asian Winter Games was a major political task entrusted to Heilongjiang Province and Harbin by the Party Central Committee and The State Council. It was a rare opportunity and an important starting point for developing the ice and snow economy, improving the quality of the city and promoting high-quality development. Now, the opening of the Games is getting closer and closer, the whole city should improve our political standing, promote the venue construction firmly and in order, and upgraded large-scale event preparation and other work. We should pay attention to the needs and follow-up utilization of the overall competition, use money wisely without formalism. It is necessary to strengthen the all-media publicity, actively create a strong atmosphere to welcome, help and serve the Games, rejuvenate the city and benefit the public, and polish the brand of "the City of Olympic Champions" and "the City of the Asia Winter Games".
Yu Hongtao also came to the construction site of the flood-damaged bridge of Yabuli Forestry Bureau to inspect the post-disaster recovery and reconstruction work, calling for strengthening the construction organization, ensuring the quality of the project, speeding up the construction progress, and ensuring that it was completed and opened to traffic before the main flood season. Yu Hongtao stressed that the recent rainfall in Harbin was much higher than the same period of the year, and the flood control situation was very serious. All departments at all levels should, with a high sense of responsibility, closely monitor key areas and dangerous sections such as reservoirs, river embankments, urban waterlogging points, and farmland, be aware of hidden dangers, prepare adequate supplies for flood control, improve emergency plans, minimize the impact of disasters and losses, and effectively protect the safety of people's lives and property.
